Given safety and health guidelines in place due to COVID-19, it is more important than ever for people who are deaf and hard of hearing to be able to communicate effectively using the phone. However, the Federal Communications Commission’s (FCC) decision to conditionally approve a company to provide Internet Protocol Captioned Telephone Service (IP CTS) using only automatic speech recognition (ASR) technology raises concerns about whether the FCC is sanctioning services that could put veterans, the elderly, and other citizens at risk.
