In late April, Clear2Connect Coalition members met virtually with legal advisors to FCC Chairman Pai, Commissioner Carr, and Commissioner O’Rielly to advocate for the protection of access to Internet Protocol Captioned Telephone Service (IP CTS), also known as captioned telephone service, for the d/Deaf and hard of hearing communities. Coalition members including United Spinal’s VetsFirst, the World Institute on Disability (WID), the Association of University Centers on Disabilities (AUCD), the National Council on Independent Living (NCIL), the Dixon Center, and a captioned telephone user who is also a Vietnam veteran, discussed recent applications to provide automatic speech recognition (ASR) only or hybrid services to captioned telephone users, and the necessity to implement quality metrics and standards before approving any of these applications.
